The Victorian Government commissioned Deloitte Access Economics to develop a
model of Victoria’s telecommunications market to provide a tool for government
and market participants to analyse trends, identify unmet demand and to assist
in planning for the future. This review is an update of a study undertaken in
2010 for the then Department of Innovation, Industry and Regional Development
by Access Economics and Gibson Quai-AAS, with an extension of the projection
period out to 2016.
The model contains estimates of current (2011) service coverage, demand for
services, expenditure and subscriber numbers for 10 telecommunication service
categories, as well as forecasts to 2016. The spatial building block of the
model and the lowest level of reporting is at the level of Local Government
Areas (LGAs). The model also includes broader regional aggregates, and
distinguishes between household and business customers.
The timing of this modelling exercise, at the early stages of rollout of the
Federal Government’s National Broadband Network (NBN) and during a period of
rapid development of new applications for telecommunications technologies, is
designed to capture and identify recent and forthcoming changes in Victoria’s
telecommunications markets. The model has been built with the intention that
it can be updated in future years, to include updated data and to reflect
emerging market trends.
